Breeding Mallard Numbers Average; Canada Goose Population High

Annual spring breeding waterfowl index surveys indicated average numbers of breeding mallards, lower numbers of blue-winged teal and other ducks, and large numbers of Canada geese in Minnesota, according to the Department of Natural Resources.

The survey, designed specifically for mallards, estimates duck numbers for just a portion of the states. The survey areas estimated breeding mallard population index was 225,000, which is similar to the long-term average of 226,000 breeding mallards, but 21 percent lower than 2011 and 17 percent lower than the 10-year average.

The blue-winged teal index was 109,000 this year compared with 214,000 in 2011 and 50 percent lower than the long-term average of 219,000 blue-winged teal.?

The survey results for other ducks combined, such as wood ducks, ring-necked ducks, gadwalls, northern shovelers, canvasbacks and redheads, was 135,000, which is 29 percent lower than last year and 24 percent below the long-term average.

The estimated number of wetlands (Types II-V) decreased 37 percent from last year and was 10 percent below the long-term average.

?It was a very unusual spring for weather, wetland conditions and breeding waterfowl,? said Steve Cordts, DNR waterfowl specialist. ?We had record warm temperatures and early ice-out by late March, so ducks moved into the state early. But wetland conditions were extremely dry at that time.?

Conditions have improved dramatically since then, but much of the precipitation to date came after ducks had already begun nesting or moved through the state, Cordts said. Those, and other factors, make it more difficult than usual to interpret this year?s population indices.

The same waterfowl survey has been conducted each May since 1968 to provide an annual index of breeding duck abundance. The survey covers 40 percent of the state, which includes much of the best remaining duck breeding habitat in Minnesota.

A DNR waterfowl biologist and pilot count all waterfowl and wetlands along established survey routes by flying low-level aerial surveys from a fixed-wing plane. The survey is timed to begin in early May to coincide with peak nesting activity of mallards. The U. S. Fish and Wildlife Service provides ground crews that also count waterfowl along some of the same survey routes. This data is then used to correct for birds not seen by the aerial crew.

The goal in the DNR?s Duck Recovery Plan is to attract and hold a breeding population of 1 million ducks.

?Although the survey does not estimate total duck populations in the state, the decline in this year?s spring duck population index indicates we?re likely well below our goal,? said Dennis Simon, DNR Wildlife Section chief. ?The DNR remains committed to our long-term habitat goals of improving breeding and migration habitat for waterfowl in the state.?

Canada Goose

The Canada goose population is estimated by a separate helicopter survey conducted in April.? This year?s estimated goose population was 434,000, which was higher than last year?s estimate of 370,000.

?Because of the early spring, Canada geese nested early,? Cordts said. ?Production appears to be excellent, with large numbers of goose broods across the state. This has resulted in increased reports of agricultural damage by geese this year.?

The Canada goose hunting season established by the DNR in recent years is open for 107 days, the maximum number of days allowed.

?We may have to explore additional options in the future in order to address the large Canada goose population,? Cordts said.

DNR will announce this fall?s waterfowl hunting regulations in early August.

Forests 'should not be sold off'

Independent advisers appointed by the government say England's publicly owned forest estate is a national asset and should not be sold off.

In its final report to ministers, the panel added that woodlands could help "drive a sustainable economic revival".

The panel was set up in March 2011 after a ministerial U-turn on plans to sell off a chunk of its woodlands.

The government says it accepts the recommendation and will halt plans to sell-off state-owned forests.

At the time, more than half-a-million people signed an online petition to protest against the policy.

The Independent Forestry Panel - headed by the Right Reverend James Jones, Bishop of Liverpool - published its final report on Wednesday.

'New culture needed'

The panel said it had received more than 42,000 responses from individuals and organisations regarding the future of England's forests.

"We need a new culture of thinking and action around wood and woodlands," the Rt Rev Jones said in the report's foreword.

"[We need] a new way of valuing and managing the natural and social capital of our woodland resource, alongside the timber they contain."

Responding to the panel's findings, Woodland Trust policy director Hilary Allison said: "We are delighted that the Independent Panel on Forestry has unequivocally recommended... that the public forest should remain safe in public ownership."

Following the publication of the report, Environment Secretary Caroline Spelman said: "Our forests will stay in public hands. We will not sell the public forest estate.

"We'll be talking to all those who are passionate about our forests to decide how we will manage our forests for the future," she added.

The report's other recommendations included:

  • Measurably increase the quantity and quality of access to public and privately owned woodlands;
  • Ensure every child "has an element of woodland-based learning";
  • Protect current funding for woodland management and creation;
  • Increase England's woodland cover from 10% to 15% by 2060;
  • Create of a charter, and public forest estate should be "held in trust for the nation".

Campaigner Hen Anderson, co-founder of Save our Woods, said the only group that had been adamant that the nation's forest estate should remain publicly owned was the public itself.

"The fact that the panel has said that forests should remain public-owned is wonderful, but that is because of public pressure - we have made them say this," she told BBC News.

Ms Anderson added that she hoped that the government would continue to listen to the public, and involve them as it developed future forest policy.

Trade union Prospect voiced concern about what it sees as a lack of attention of financial cuts to Forest Research - the scientific arm of the Forestry Commission.

It said Forest Research was the "only grouping of forest scientists in the UK capable of delivering scientific advice and research on British forestry across a broad range of topics and disciplines" yet it was only mentioned twice in the panel's report.

"Forest Research has already suffered a 28%t cut in staffing which risks fundamentally compromising its ability to perform its functions," said Malcolm Currie, Prospect negotiator.

"Universities and research councils are not interested in doing this work. So who will? Indeed, who else can?"

Liberal Democrat peer and chairman of the Red Squirrel Protection Partnership Lord Redesdale announced that he was willing to lead a "community-based bid" to acquire Kielder Forest, the largest plantation in England.

He hope this business plan would act as a blueprint for other such partnerships, highlighting a way to balance conservation and amenities with providing jobs and income for the local economy.

'Got it wrong'

There was widespread outrage and opposition when the government originally announced its intention to sell 258,000 hectares of state-owned woodlands.

Ministers faced criticism from a variety of well-known figures, including the Archbishop of Canterbury, Annie Lennox and Dame Judy Dench.

As a result of the public backlash, Environment Secretary Caroline Spelman said that she had got it wrong and put the sale on hold.

Speaking back in February, she told MPs: "I'm sorry. We got this one wrong, but we have listened to people's concerns."

The government is set to issue a full response to the report in January 2013.

Social bats pay a price with new fungal disease

The impact on bat populations of a deadly fungal disease known as white-nose syndrome may depend on how gregarious the bats are during hibernation. Species that hibernate in dense clusters even as their populations get smaller will continue to transmit the disease at a high rate, dooming them to continued decline, according to a new study led by researchers at the University of California, Santa Cruz. One gregarious species has surprised researchers, however, by changing its social behavior.

White-nose syndrome has decimated bat colonies throughout the northeast since it first appeared in New York state in 2006, and it continues to spread in the United States and Canada. In the new study, researchers analyzed population trends in six bat species in the northeast. They found that some bat populations are stabilizing at lower abundances, while others appear headed for extinction. The study, published July 3 in Ecology Letters, examined data from bat surveys between 1979 and 2010, covering a long period of population growth followed by dramatic declines caused by white-nose syndrome.

"All six species were impacted by white-nose syndrome, but we have evidence that the populations of some species are beginning to stabilize, which is really good news," said Kate Langwig, a graduate student at UC Santa Cruz and first author of the paper. "This study gives us an indication of which species face the highest likelihood of extinction, so we can focus management efforts and resources on protecting those species."

The bats hibernate during the winter in caves and abandoned mines, and the number of bats can vary tremendously from one site to another. The fungus that causes white-nose syndrome grows on the exposed skin of hibernating bats, disrupting their hibernation and causing unusual behavior, loss of fat reserves, and death.

Langwig and her coauthors looked at how steeply the bat populations at each site declined after they were hit by white-nose syndrome, and whether the severity of the decline was the same in large and small populations. They found that for species that hibernate alone, the declines were less severe in smaller colonies. For gregarious species, however, even small colonies declined steeply.

"We found that in the highly social species that prefer to hibernate in large, tightly-packed groups, the declines were equally severe in colonies that varied from 50 bats to 200,000 bats, which suggests that colonies of those species will continue to decline even when they reach small population sizes," said coauthor A. Marm Kilpatrick, assistant professor of ecology and evolutionary biology at UC Santa Cruz.

Trends in the declines of different bat species since the emergence of white-nose syndrome support these predictions. As populations get smaller, the declines tend to level off for species that roost singly, but not for socially gregarious species.

Surprisingly, however, one highly social species is bucking the trend. The little brown bat, one of the most common bat species in the northeast, appears to be changing its social behavior, going from a species that preferred to roost in dense clusters to one in which most bats now roost apart from other bats. "Our analysis suggests that the little brown bats are probably not going to go extinct because they are changing their social behavior in a way that will result in them persisting at smaller populations," Kilpatrick said.

Another gregarious species, the Indiana bat, continues to hibernate mostly in dense clusters and will probably continue to decline toward extinction, according to Langwig. "Since the appearance of white-nose syndrome, both species have become more solitary, but the change is much more dramatic in the little brown bats," she said. "We now see up to 75 percent of them roosting singly. For Indiana bats, only 8 to 9 percent are roosting alone, which does not appear to be enough to reduce transmission rates."

Even solitary roosting habits may not be enough to save some species, such as the northern long-eared bat. Although it declined less rapidly as its colonies got smaller, 14 populations of northern long-eared bats became locally extinct within two years after the detection of white-nose syndrome, and no populations remained in the study area after five years. In contrast, the populations of tri-colored bats, another solitary species, stabilized at low levels three to four years after disease detection. "The northern long-eared bats may be particularly susceptible to the disease, so they continue to get hit pretty hard even after transmission rates are reduced," Langwig said.

The two species least affected by white-nose syndrome, big brown bats and eastern small-footed bats, are mostly solitary, although occasionally they roost in small clusters. It is not clear why they have been less affected by the disease than other species, Langwig said.

According to Kilpatrick, one possibility is that these species roost in sites where conditions are less conducive to the disease. The study examined the influence of different microclimates within hibernation sites and found that declines were less severe in the drier and cooler sites. "It appears that the driest and coolest caves may serve as partial refuges from the disease," Kilpatrick said.

In addition to Langwig and Kilpatrick, the coauthors of the paper include Winifred Frick, a researcher in ecology and evolutionary biology at UC Santa Cruz; Jason Bried, a graduate student at Oklahoma State University; Alan Hicks of the New York State Department of Environmental Conservation; and Thomas Kunz of Boston University.

Much of the bat population data used in the study was collected in surveys conducted by state agencies during the past 40 years. This research was funded by the National Science Foundation, Bat Conservation International, and the U.S. Fish and Wildlife Service.

Egypt's Islamist president-elect to be sworn in

CAIRO ? Islamist Mohammed Morsi is to be sworn in by Egypt's highest court as the country's first freely elected president, succeeding Hosni Mubarak who was ousted last year.

When he takes the oath of office Saturday before the Supreme Constitutional Court, Morsi will also be the Arab world's first freely elected Islamist leader and Egypt's fifth president since the overthrow of the monarchy some 60 years ago.

The court, housed in a Nile-side structure built to resemble an ancient Egyptian temple, stands next door to a military hospital to which Mubarak, 84, was transferred about two weeks ago after suffering a health scare in a nearby prison hospital.

Morsi took a symbolic oath on Friday in Cairo's Tahrir Square, birthplace of last year's uprising, before tens of thousands of Islamist supporters.
