Dell Inspiron One 23


The Dell Inspiron One 23 is an adequate all-in-one desktop PC; what sets it apart is an extraordinary set of input ports. If you have a need for composite AV in and VGA in on a touch screen all-in-one desktop, the Inspiron One 23 should be on the top of the list. If you don't need this admittedly specialized set of inputs, then there are other more attractive AIO PC choices out there for the same amount of money.

Design and Features
Every so often we get a system that seems specialized to cater to people still using older technologies, and this time around it's the Inspiron One 23. At first glance, though, the Inspiron One 23 looks like a modern Windows 8 all-in-one desktop PC with a 23-inch 1080p touch screen. Dig a little deeper, and you'll see a lot of old-school inputs that will allow you to connect older tech to this 2012-2013 model. The back panel houses composite AV input for video and audio, a S/PDIF connector for digital audio out, both VGA in and VGA out, and in a concession to modern times, a HDMI-in port. Using the various inputs you can connect older PCs, VCRs, sound bar speaker systems, along with vintage and modern game consoles. The presence of all these ports can help people holding on to these older technologies accept the new while still supporting legacy devices. It also gives the space-constrained tech fan a screen that can display older video formats while standing firmly in the modern era.

Speaking of older tech, the system comes with a DVD burner, but no Blu-ray. The latter would make more sense on a 1080p screen like the one on the Inspiron One 23. If you have a Playstation 3, however, that would cover Blu-ray when connected to the HDMI-in port. A row of buttons on the right side of the system lets you control which input is active. VGA-out is a nice touch, but this would only work for multi-monitor use if you have an older VGA monitor lying around. Some newer monitors only come with DisplayPort, HDMI, or DVI.

The system's 1080p (1,920 by 1,080) resolution 23-inch panel has 10-finger capacitive touch input, so you can use both hands or share the screen with someone sitting next to you. The single-hinge-and-arm design of the system lets you tilt the screen a bit, but the arm lacks a height adjustment that would give you the most flexibility for standing or reclining users. All in all the screen works fine for part time touch use. The screen itself is a little darker and duller than others we've seen in this price range, including the Editors' Choice Apple iMac 21.5-inch (Late 2012) ($1,199) and the Sony VAIO Tap 20 ($999.99). While the differences are mainly visible in a side-by-side comparison, colors on the Start screen's live tiles don't seem to "pop" like they do on systems like the Vizio 24-Inch All-in-One (CA24T-A4) ($1,299).

In addition to all the video-oriented ports, the Inspiron One 23 comes with four USB 3.0 ports and two USB 2.0 ports. The USB 2.0 ports work best for peripherals like printers, keyboards, and mice. You'll have to be a bit vigilant, however, as Dell doesn't provide a way to visually distinguish between the USB 2.0 and USB 3.0 ports. The USB 3.0 ports are the same color as the USB 2.0 ports, so you'll have to use your keen eyesight to find the ones marked with the USB SS logo for USB 3.0 speeds. Not a huge deal, but you may inadvertently plug a USB 3.0 device into the slower USB 2.0 port. Systems like the Vizio CA24T-A4 solely use USB 3.0 ports, so there's no confusion.

The Inspiron One 23 comes with a quad-core Intel Core i5 processor, 8GB of memory, and a 1TB hard drive. The amount of memory will help for multitasking to your heart's content, not worrying if you have 50 opened tabs in your browser. Likewise, the Core i5 processor helps with multitasking and taking care of multimedia tasks (see performance below).

The 1TB is a decent amount of drive space for a student or family, and you can add external storage with the system's speedy USB 3.0 ports. The two ports on the left side of the system are more convenient to get to than the ones in the back. There were a few added tiles on the Inspiron One 23's Start screen, including Amazon, Kindle, Skype, Dell Shop, eBay, and Movie Maker. The actual desktop mode was pretty free of third-party programs, except for a shortcut to Amazon in the task bar. The desktop comes with a 15-month subscription to McAfee Security Center, a plus. It comes with a standard one-year warranty including in home service.

Performance
Dell Inspiron One 23 The combination of the Intel Core i5-3330S processor with Intel integrated graphics and 8GB of memory helped the Inspiron One 23 perform day-to-day tasks about as fast as systems with Core i7 processors like the Toshiba LX835-D3380 ($1,399) and the pricier HP Spectre One 23-e010se ($1,610), as shown by their similar PCMark7 results. The Toshiba LX835 and HP One 23 both outperform the Inspiron One 23 on the multimedia tests (Handbrake and Photoshop CS6), but it's not a rout, as the Dell remains competitive there. The Inspiron One 23 stumbled in 3D performance tests. Its low 3DMark 11 and gaming test numbers show that you'd get a better gaming experience by hooking up a console to the HDMI-in port. Basically, if you're not going planning to compete on the PC game grid, the Inspiron One 23 is fine on all other fronts.

The Dell Inspiron One 23 performs adequately, but has a very good set of ports for connectivity to a plethora of devices. Aside from that niche market, however, other competitors in the cutthroat mainstream all-in-one field overshadow the Inspiron One 23. Both the Apple iMac 21.5-inch (Late 2012) (our Editors' Choice for mainstream all-in-one PCs) and Vizio A24T-A4 have better, brighter screens than the Inspiron One 23. The Toshiba LX835-D3380 and iMac are better overall performers on the multimedia and 3D fronts. If you don't need VGA and AV in, there are other mainstream all-in-ones that should be on the top of your buying list.

MGM picks up rights to Jojo Moyes' romance novel 'Me Before You'

LOS ANGELES (TheWrap.com) - Metro-Goldwyn-Mayer Studios has secured the feature film rights to Jojo Moyes' novel "Me Before You," MGM announced Tuesday.

"Jojo's book is frankly one of the most unique, emotional and engaging love stories written in recent years," said MGM president Jonathan Glickman. "We're so thrilled to collaborate with her on creating a classic film romance that lives up to this exceptional novel."

The best-selling romance follows a small-town girl caught between dead-end jobs. She becomes a caretaker for a successful, but newly-paralyzed man who has given up on life as a result of his sudden disability. The two bond over a series of adventures.

Moyes, a British journalist-turned-author, has written 10 novels since her first, titled "Sheltering Rain," was published in 2002. "Me Before You" has sold more than half a mllion copies since its release in 2012.

"I could not be more excited about MGM and their plans for ?Me Before You,'" Moyes said in a statement. "The studio is so passionate about the book and I'm thrilled that a story that seems to have come alive in so many readers' imaginations is about to have a whole new life on-screen."

CP Rail profit falls on restructuring charges

(Reuters) - Canadian Pacific Railway reported a 93 percent fall in fourth-quarter profit as it took charges related to labor restructuring and an impairment, but said it expects 2013 adjusted earnings per share to rise more than 40 percent.

CP, the No. 2 Canadian rail carrier behind Canadian National Railway Co, said it expects 2013 revenue growth in the high single digits and an operating ratio in the low 70s.

Chief Executive Hunter Harrison is pushing to improve the railway's industry-lagging efficiency to the mid-60 percent range in 2016 by slashing costs and exiting poorly performing businesses.

To that end, the railroad veteran is cutting 4,500 of CP's 19,500 jobs by 2016. Harrison was picked by CP's biggest shareholder, Pershing Square Capital Management, to replace Fred Green, who resigned during a bruising proxy battle last year.

CP's operating ratio, a key measure of a railway's productivity, improved to 74.8 percent, excluding items, in the quarter from 78.5 percent a year earlier. The lower the ratio, which calculates operating costs as a percentage of revenue, the more efficient a railway.

Net profit fell to C$15 million ($14.86 million), or 8 Canadian cents per share in fourth quarter from C$221 million, or C$1.30 per share, a year earlier.

Revenue rose 7 percent to C$1.50 billion.

Results were hurt by a C$53 million labor restructuring charge and C$185 million impairment related to its investments in the Powder River Basin in northeastern Wyoming and southeastern Montana.

Shares of the company, which has a market value of C$19.59 billion, closed at C$112.77 on Monday on the Toronto Stock Exchange.

They have soared more than 45 percent since Green's exit last May, reflecting high hopes for Harrison's turnaround. ($1 = 1.0092 Canadian dollars)

Egypt protesters defy curfew after emergency rule imposed

ISMAILIA/CAIRO, Egypt (Reuters) - Thousands of Egyptian protesters ignored a curfew on Monday to take to the streets in cities along the Suez canal, defying a state of emergency imposed by Islamist President Mohamed Mursi to end days of violence that has killed at least 51 people.

One man was killed in violence late on Monday in Port Said and another was shot dead earlier in Cairo as a wave of violence raged on, unleashed last week on the eve of the two-year anniversary of the popular revolt that brought down autocrat Hosni Mubarak.

Political opponents spurned a call by Mursi for talks to try to end the violence, with main opposition groups refusing to attend a meeting.

Instead, huge crowds of protesters took to the streets in the capital Cairo, Alexandria and in the three Suez Canal cities - Port Said, Ismailia and Suez - where Mursi imposed emergency rule and a curfew on Sunday.

"Down, down with Mohamed Mursi! Down, down with the state of emergency!" crowds shouted in Ismailia in defiance of the curfew. In Cairo, flames lit up the night sky where protesters set police vehicles ablaze.

In Port Said, men attacked police stations after dark. A security source said some police and troops were injured. A medical source said one man was killed in clashes.

"The people want to bring down the regime," crowds chanted in Alexandria. "Leave means go, and don't say no!" they shouted.

The demonstrators accuse Mubarak's successor Mursi of betraying the revolution that brought down Mubarak. Mursi and his supporters accuse the protesters of seeking to overthrow the country's first ever democratically elected leader through undemocratic means.

Monday was the second anniversary of one of the bloodiest days in the revolution, which erupted on January 25, 2011 and ended Mubarak's iron rule 18 days later.

The past two years have seen the Islamists win two referendums, two parliamentary elections and a presidential vote. But that legitimacy has been challenged by an opposition that accuses Mursi of imposing a new form of authoritarianism, and punctuated by repeated waves of unrest that have prevented a return to stability in the most populous Arab state.

The army has already been deployed in Port Said and Suez and the government agreed a measure to let soldiers arrest civilians as part of the state of emergency.

A cabinet source told Reuters any trials would be in civilian courts, but the step is likely to anger protesters who accuse Mursi of using tactics like those used by Mubarak.

VOLLEYS OF TEARGAS

Propelled to the presidency in a June election by the Muslim Brotherhood, Mursi has lurched through a series of political crises and violent demonstrations while trying to shore up the economy and of prepare for a parliamentary election to cement the new democracy in a few months.

In Cairo on Monday, police fired volleys of teargas at stone-throwing protesters near Tahrir Square, cauldron of the anti-Mubarak uprising. Protesters stormed into the down town Semiramis Intercontinental hotel and burned two police vehicles.

A 46-year-old bystander was killed by a gunshot early on Monday, a security source said. It was not clear who fired.

"We want to bring down the regime and end the state that is run by the Muslim Brotherhood," said Ibrahim Eissa, a 26-year-old cook, protecting his face from teargas wafting towards him.

The political unrest has been exacerbated by street violence linked to death penalties imposed on soccer supporters convicted of involvement in stadium rioting in Port Said a year ago.

As part of emergency measures, a daily curfew will be imposed on the three canal cities from 9 p.m. (1900 GMT) to 6 a.m. (0400 GMT).

The president announced the measures on television on Sunday: "The protection of the nation is the responsibility of everyone. We will confront any threat to its security with force and firmness within the remit of the law," Mursi said.

His demeanor in the address infuriated his opponents, not least when he wagged a finger at the camera.

He offered condolences to families of victims. But his invitation to Islamist allies and their opponents to hold a national dialogue was spurned by the main opposition National Salvation Front coalition. Those who attended were mostly Mursi's supporters or sympathizers.

SENDING A MESSAGE

The Front rejected the offer of talks as "cosmetic and not substantive" and set conditions for any future meeting that have not been met in the past, such as forming a government of national unity. The group also demanded that Mursi declare himself responsible for the bloodshed.

"We will send a message to the Egyptian people and the president of the republic about what we think are the essentials for dialogue. If he agrees to them, we are ready for dialogue," opposition politician Mohamed ElBaradei told a news conference.

The opposition Front has distanced itself from the latest flare-ups but said Mursi should have acted far sooner to impose security measures that would have ended the violence.

"Of course we feel the president is missing the real problem on the ground, which is his own policies," Front spokesman Khaled Dawoud said after Mursi made his declaration.

Other activists said Mursi's measures to try to impose control on the turbulent streets could backfire.

"Martial law, state of emergency and army arrests of civilians are not a solution to the crisis," said Ahmed Maher of the April 6 movement that helped galvanize the 2011 uprising. "All this will do is further provoke the youth. The solution has to be a political one that addresses the roots of the problem."

Rights activists said Mursi's declaration was a backward step for Egypt, which was under emergency law for Mubarak's entire 30-year rule. His police used sweeping arrest provisions to muzzle dissent and round up opponents, including members of the Brotherhood and even Mursi himself.

Heba Morayef of Human Rights Watch in Cairo said the police, still hated by many Egyptians for their heavy-handed tactics under Mubarak, would once again have the right to arrest people "purely because they look suspicious", undermining efforts to create a more efficient and respected police force.

"It is a classic knee-jerk reaction to think the emergency law will help bring security," she said. "It gives so much discretion to the Ministry of Interior that it ends up causing more abuse, which in turn causes more anger."

The reviewers at the University of Minnesota found that while electrical stimulation provided measurable relief for about six weeks, over time knee pain worsened. The review also concluded that other approaches rarely helped ease pain, improve function or lower disability levels. The studies chosen for review also suggested no long term benefit from tai chi or massage. According to the researchers, the best and most sustained results were seen among patients who adhered to exercise recommendations from their physicians. Of note, however, is that the investigators reported finding no good evidence to suggest that more intense exercise was better than moderate exercise. The study was published in the November 6, 2012 issue of the Annals of Internal Medicine.

(AP) ? The fog lifted Sunday and revealed a familiar sight: Tiger Woods in command at Torrey Pines.

Woods had great control of his tee shots and began to pull away from the field with a 3-under 69 in the third round to build a four-shot lead in the Farmers Insurance Open. Fog wiped out all of Saturday, so players were going as long as daylight allowed and returning Monday to complete the tournament.

Woods was likely to get in about six holes of the fourth round. Woods, with his first outright 54-hole lead on the PGA Tour since 2009, was at 14-under 202.

Brad Fritsch, a PGA Tour rookie from Canada, had a 70 and was at 206. Erik Compton finished birdie-eagle for a 71 and was five shots behind.

Gusts Of Popular Feeling: Recreation of the 1951 Imjin River hockey ...

As the Joongang Daily recently noted, two weeks ago, the Canadian Embassy in Seoul
kicked off a series of celebrations throughout the year to commemorate the 50 years of Seoul-Ottawa diplomatic relations, which was Jan. 14.

As part of the celebration, this year has been designated as the ?Year of Canada? in Korea by Prime Minister Kim Hwang-sik and also the ?Year of Korea? in Canada by Prime Minister Stephen Harper. There are also a string of cultural, political, academic and trade programs and events being held to highlight the anniversary.

One of those events is a recreation of the 1951 Imjin River hockey game on Feb. 3? at 9:30 am at the Seoul Plaza skating rink, which will see two time gold medalist Catriona Lemay Doan act as honourary referee for the game. As per the Embassy:
Canadians? enthusiasm for hockey was in evidence during the Korean War, in which 27,000 Canadian troops participated in defence of freedom. Many of these troops were surprised to find in Korea a climate not much different from that which they had left in Canada, with cold winters meaning frozen rivers where they could play their favourite sport.

In honour of the 60th anniversary of the armistice, and the 50th anniversary of diplomatic relations between our two countries, the Canadian Embassy - in collaboration with the City of Seoul, the Pyeongchang Olympics Organization, the Korea Ice Hockey Association, and our sponsors - are proud to commemorate that involvement. On 3 February, 2013 at 0930, the Embassy, with the help of a locally-based hockey group ? the Geckos ? will be organizing a demonstration game on the ice rink at Seoul City Square, as part of the final day of the skating season in Seoul City. Playing hockey in the midst of the terrible events must have been one way to bring a bit of home to the troops, amid the trying conditions of the war.

In breast cancer metastasis, researchers identify possible drug target

Jan. 27, 2013 ? The spread of breast cancer to distant organs within the body, an event that often leads to death, appears in many cases to involve the loss of a key protein, according to UC San Francisco researchers, whose new discoveries point to possible targets for therapy.

In the January 27, 2013 online edition of Nature Cell Biology, UCSF scientists describe for the first time how the protein, known as GATA3 -- which is abnormal or absent in many cases of human breast cancer -- normally acts downstream in biochemical pathways to prevent the distant spread of cancer, an event called metastasis.

The discovery points to a biochemical control point that simultaneously holds in check several key events required for tumor cells to successfully spread.

"When GATA3 is present, it turns off many genes that are active in metastasis," said Zena Werb, PhD, a UCSF professor of anatomy who led the research. "We now have identified the molecular mechanisms involved."

The key finding of the new study is that GATA3 acts downstream biochemically to activate a molecule -- obscure until now -- called microRNA29b. MicroRNA29b in turn stops protein production from other genes that play vital roles in metastasis.

The absence or loss of GATA3 can free cancerous cells to break free from their defined roles and tethers within a tumor, to move away from the tumor mass, to induce cancer-promoting inflammation, and to stimulate the development of new blood vessels that can help spreading cancerous cells regrow as tumors in new locations.

"People knew that some of these genes were turned on in some cancers, but they did not know they were turned on because GATA3 and microRNA29b were turned off," Werb said. "If you have 20 genes that are becoming less active all at once due to microRNA29b, it could have a profound effect."

Working with mice, the researchers found that restoring microRNA29b to one of the most deadly types of breast cancer stopped metastasis. But the researchers also found that if they knocked out the microRNA29b, tumors spread even in the presence of GATA3, suggesting that microRNA29b can be the driver of metastasis.

In the mouse models of breast cancer studied by Werb's team, GATA3 normally restrains cancerous cells from breaking away from the main tumor and migrating to other organs.

It might be possible, Werb said, to develop drugs that inhibit breast cancer metastasis by re-activating these controls in cancerous cells that have lost the normal protein.

Many researchers who study early stages of cancer focus on abnormal genes and proteins that cause cells to expand their numbers rapidly, a hallmark of cancer.

However, the ability to spread to distant places and to eventually cause lethal complications requires not only cell division and tumor growth, but also changes in how the cancerous cell negotiates with its surroundings. This relationship must be altered to permit cancer to spread, according to earlier research findings by Werb and others.

"Many of the key processes in cancer that GATA3 suppresses take place outside the cell, in the surrounding environment," she said.

GATA3 is a master control for luminal cells, which line the milk-carrying ducts of the breast. In essence, GATA3 dictates the defining characteristics of a normal breast cell, Werb said.

Luminal breast cancers are the most common form of the disease, and the hormones estrogen and progesterone drive their growth. Loss of the normal GATA3 protein as luminal breast cancers evolve is associated with a greater risk of death, Werb said, and occurs in roughly 10 percent of luminal breast cancer cases.

But, along with many other proteins, GATA3 also is absent in "triple negative," breast cancers, which are more often fatal. Triple negative breast cancers, which disproportionately affect black women and younger women, do not depend on the hormones, nor do they require a third growth factor, called HER2.

Triple negative breast cancers, which account for roughly one-in-five breast cancers, have been more difficult to target successfully with newer treatments.

"The targeting we would like to do is to give back microRNA29b specifically to breast tumor cells to prevent metastasis," Werb said.

NASA's Tracking and Data Relay Satellite System offers upgrade to vital communications net

Jan. 27, 2013 ? NASA's Tracking and Data Relay Satellite System, also known as the Space Network, will get an upgrade this month when the agency launches the first of a new generation of communications satellites to connect man of NASA's spacecraft to their control centers and mission data centers.

A United Launch Alliance Atlas V 401 is due to loft the TDRS-K spacecraft Jan. 29 on a course to geosynchronous orbit where the spacecraft will have a wide view of Earth. From that position, the spacecraft will provide communications with NASA's fleet of Earth-orbiting science spacecraft, including the International Space Station and NASA's Hubble Space Telescope.

The advanced spacecraft, known as TDRS, is needed to ensure the communications network is able to provide critical services to user spacecraft in the next decade.

"We have some aging satellites, so we need new spacecraft to go in there and help carry more of the data," said Diana Calero, mission manager for NASA's Launch Services Program, or LSP, based at Kennedy Space Center in Florida.

The processing for this mission included the standard in-depth reviews but also took into account extra engineering sessions to investigate whether the underperformance of an upper stage engine during an earlier, non-NASA launch would occur during the TDRS ascent, said Tim Dunn, NASA launch director. The Centaur upper stage used by the Atlas V uses an engine similar to the one that underperformed during a Delta IV launch last year.

"Our engineers and analysts from the Launch Services Program, working alongside the United Launch Alliance engineers, we've been methodically reviewing data and working very closely on flight clearance for the TDRS-K mission, so that's been our biggest challenge to date," Dunn said.

The TDRS spacecraft is large and looked impressive as it stood with its large steerable antennas folded over top of each other inside a processing hangar at Astrotech in Titusville, Fla. The spacecraft, built by The Boeing Company in El Segundo, Calif., arrived in Florida on Dec. 18 on an Air Force C-17 transport plane. Following testing, fueling and launch preparations, it was positioned inside a two-part payload fairing and taken to Space Launch Complex 41 at Cape Canaveral Air Force Station.

Onboard thrusters will provide the final propulsion to reach geosynchronous orbit following separation from the Centaur upper stage.

"The antennas are furled and they have a certain amount of days that they can stay furled," Calero said. "If they pass that, then the antennas, when they're deployed, they can actually degrade in space and so we have to play close attention to how long they stay furled. So it was really challenging trying to schedule the shipping of the spacecraft with the moving launch date. We're still watching it very closely."

TDRS-K will be the 11th TDRS launched by NASA since it began building the space-borne network in 1983. The most recent spacecraft launched in 2002 on an Atlas IIA.

Orbiting about 22,300 miles above Earth, positioned roughly over Hawaii, TDRS-K will use its antennas to receive and transmit signals from a wide range of spacecraft to Earth in several frequency bands.

Even rockets carrying spacecraft carry TDRS-compatible communications gear and transmit telemetry during ascent through the orbiting network instead of ground stations, an advancement that saves money by not having to field specialized aircraft and ships or maintain a string of remote stations to monitor a launch.

The number of TDRS satellites required to serve NASA's orbiting fleet of scientific spacecraft has grown from the original architecture of two to six to service the requirements of a diverse set of users.

"All the Hubble images come through TDRS, all the video that we see from the space station and the astronauts and the video we saw from the shuttle, it all comes through TDRS, and then we have all the Earth-orbiting satellites, all that data comes through TDRS," said Paul Buchanan, deputy project manager for TDRS.

The communications constellation replaced the ground stations positioned on Earth so NASA could communicate with astronauts in orbit. That system allowed contact only when the spacecraft passed within range of the antennas, however. With TDRS satellites in place, controllers have near-constant contact with spacecraft.

"If you roll back in history maybe 30, 40 years, back in Mercury days and Apollo there were no TDRS satellites for communication so you had outages between the ground stations," Buchanan said. "We didn't want the outages, we wanted continuous (communications), so that's what motivated the desire for the Space Network."

"We've had to decommission two spacecraft in the last few years due to the electronics degradation after 20, 25 years," Buchanan said. "We're launching now for an immediate need and replenishment schedule."

When their service life is up, the TDRS satellites are boosted about 250 miles higher into what's called a disposal orbit.

Newtown residents will join gun control march in D.C.

WASHINGTON (AP) ? Residents from Newtown, Conn., are joining a march on Washington for gun control on Saturday with parents, pastors, survivors of gun violence and Education Secretary Arne Duncan.

Organizers said they are expecting thousands of participants for the rally on the National Mall, including about 100 from Newtown and buses from New Jersey, New York and Philadelphia. Others are flying in from Seattle, San Francisco and even Alaska. They will gather Saturday at the Capitol Reflecting Pool at 10 a.m. and will begin marching down Constitution Avenue toward the Washington Monument at 11 a.m. A rally is planned on the monument grounds at noon.

Molly Smith, the artistic director of Washington's Arena Stage, and her partner organized the march, inspired by the December massacre that killed 20 first graders and six teachers at Sandy Hook Elementary School in Newtown, she said. The gunman also fatally shot his mother and committed suicide.

"With the drum roll, the consistency of the mass murders and the shock of it, it is always something that is moving and devastating to me. And then, it's as if I move on," Smith said. "And In this moment, I can't move on. I can't move on.

"I think it's because it was children, babies," she said. "I was horrified by it."

While she's never organized a political march before, Smith said she was compelled to press for a change in the law. The march organizers support President Barack Obama's call for a ban on military-style assault weapons and high-capacity ammunition magazines as well as for universal background checks for gun sales. They also want lawmakers to require gun safety training for all buyers of firearms.

As a theater person, Smith said murdering a child is something you can never show in theater. Even in the Greek tragedy, "Medea," the main character kills her children, but that happens off stage, Smith said.

After the Connecticut shootings, Smith posted something on Facebook and drew more support to do something. The group One Million Moms for Gun Control, the Washington National Cathedral and two other churches eventually signed on to co-sponsor the march. Organizers have raised more than $46,000 online to pay for equipment and fees to stage the rally.

Lawmakers from the District of Columbia and Maryland are scheduled to speak. Actress Kathleen Turner is expected to appear, along with Marian Wright Edelman of the Children's Defense Fund and Colin Goddard, a survivor from the Virginia Tech massacre.

Smith said she supports a comprehensive look at mental health and violence in video games and films. But she said the mass killings at Virginia Tech and Aurora, Colo., and Newtown, Conn., all start with guns.

"The issue is guns. The Second Amendment gives us the right to own guns, but it's not the right to own any gun," she said. "These are assault weapons, made for killing people."

Algeria admits mistakes in international hostage standoff

DAVOS, Switzerland (AP) ? Algeria's foreign minister acknowledged that security forces made mistakes in a hostage crisis at a Saharan gas plant in which dozens of foreign workers were killed during Algerian military strikes.

Mourad Medelci also conceded that Algeria will need international help to fight terrorism. Algeria's decision to refuse foreign offers of aid in handling the crisis, and to send the military to fire on vehicles full of hostages, drew widespread international criticism.

"We are in the process of assessing our mistakes," Medelci told The Associated Press in an interview at the World Economic Forum in Davos, Switzerland on Friday.

He did not, however, identify any mistake or address specific criticism of the chaotic and bloody operation. But overall, he suggested that the Algerian government did the right thing.

"In that assessment we are leaning more towards establishing that the operation was a success," he said.

The Jan. 16 attack, which an al-Qaida-affiliated organization has claimed responsibility for, sent scores of foreign energy workers fleeing across the desert for their lives. A four-day siege by Algerian forces on the complex left at least 37 hostages and 29 militants dead. Some of the fatalities were badly burned, making it difficult to identify them.

The minister said Algeria is likely to reinforce security measures at sites where multinationals operate in the oil- and gas-rich country. But he insisted that foreign workers in Algeria "will continue to work in Algeria and that is the best way to answer the terrorists."

He defended the government's decision to attack instead of negotiating, pointing to its years of experience dealing with Islamist extremist violence.

"Faced with such an attitude (of terrorism), it's not just words that solve the problem. It's action," he said.

But he admitted that Algeria can't face international terrorism alone.

"It absolutely needs support," he said.

He argued that Algeria wasn't the target of the attack. Instead, he said, the terrorists were targeting investors and the foreigners who work for them.

An international group of militants led by a Mali-based warlord staged the attack. The extremists demanded an end to the French-led military operation in neighboring Mali, where al-Qaida-linked groups have seized and expanded control over the past year.

What will Michelle Obama do with 4 more years?

WASHINGTON (AP) ? Michelle Obama has a new look, both in person and online, and with the president's re-election, she has four more years as first lady, too.

That's got many people wondering: What will she do with them?

Take on a new cause? Travel more? Trace the path of another first lady and keep the Obama political brand alive by running for office?

The answers are to be determined.

The first lady is trying to figure out what comes next for this self-described "mom in chief" who also is a champion of healthier eating, an advocate for military families, a fitness buff and the best-selling author of a book about her White House garden.

For certain, she'll press ahead with her well-publicized efforts to reduce childhood obesity and rally the country around its service members.

"But beyond that, the first lady is exploring ways that she can make a real difference for Americans, not just for these next four years, but for years to come," said Kristina Schake, Mrs. Obama's communications director.

Here are five areas to watch.

NEW ISSUES

Will she take on a new cause? It's possible.

When Parade magazine asked last year whether she'd take up any new issues, Mrs. Obama identified women's health issues. "How do we strengthen families and make them healthier, an issue not just in America but around the world," she said.

Her marquee causes ? the "Let's Move" campaign against childhood obesity and the "Joining Forces" effort to help military families ? took a back seat last fall as she campaigned doggedly for President Barack Obama's re-election.

Look for her to begin publicizing those efforts anew.

Do not expect to see Mrs. Obama push more contentious issues such as gun control or immigration, both second-term priorities for the president. Her public approval rating was 73 percent in a December poll by CNN and she'd like to keep it there.

Some feminists remain unhappy that the Ivy League-educated lawyer hasn't used her position to champion what they view as more substantive issues.

Robert Watson, an American studies professor at Lynn University, said he hopes Mrs. Obama will use her popularity to pivot away from the "velvet-glove" issues first ladies typically embrace and say, "I'm swinging for the fence."

MALIA AND SASHA

Obama's daughters are older and will be in full teenage mode by the summer of 2014. Malia is already there at 14; sister Sasha is 11.

Both the president and first lady sometimes talk about the girls' busy lives and how they don't want to spend much time with their parents anymore.

Could having older, more independent children free Mrs. Obama to pursue other interests? Some first lady watchers say that's unlikely. After all, the teenage years are often full of angst about dating, proms, learning how to drive, going to college and so on.

"Michelle has made such a public statement about being the 'mom in chief' that it's hard to see her saying, 'Go ahead girls, here's the limo,'" Watson said.

Malia will graduate from high school during Obama's final year in office, in 2016, and probably trade the White House for a college dorm. She and her parents will have to navigate the college application process and campus tours. Sasha will be in high school.

TRAVEL

Presidents and first ladies often step up the pace of international travel in the second term. But it seems unlikely that Obama could make such a pivot just yet, with the U.S. public still so concerned about the economy, unemployment and government spending.

One option would be to send Mrs. Obama abroad in his place.

The first lady is popular overseas and has been well-received outside the U.S., including in India, where she accompanied the president in 2010, and in Mexico, also in 2010, and in South Africa and Botswana in 2011, the only countries she has visited alone as first lady.

She and Vice President Joe Biden's wife, Jill, traveled together to Haiti after the massive earthquake there in January 2010.

Mrs. Obama also went to Spain in the summer of 2010 on a personal trip with friends and daughter Sasha, but her stay at a luxury resort on the Costa del Sol wasn't well-received back home, raising questions about the cost and wisdom of taking such a trip during tough economic times.

Laura Bush pursued a grueling foreign travel schedule during George W. Bush's second term. She visited 77 countries in eight years as first lady, including with the president, but 67 of those trips came during the second term, including solo stops in Afghanistan and Saudi Arabia, according to Anita McBride, her then-chief of staff who runs American University's first ladies program.

Hillary Rodham Clinton also traveled abroad extensively during Bill Clinton's second term.

RUN FOR PUBLIC OFFICE

Will she or won't she? Despite Mrs. Obama's many denials of interest in seeking elected office herself, the question keeps getting asked. A recent survey found her to be more popular than Mark Kirk, the Republican senator from her home state of Illinois, in a hypothetical matchup.

"I have no interest in politics. Never have, never will," the first lady said last year on ABC's "The View."

But even those who at one time say "never" can later change their minds.

Hillary Clinton gave the same answer in 1995 when asked if she'd ever run for public office, says Myra Gutin, who studies first ladies at Rider University. But five years later, as her husband's presidency was ending, there was Clinton campaigning across New York for a Senate seat.

She won, used her time in the Senate as a springboard for her 2008 presidential campaign but lost the Democratic nomination to Barack Obama. She became his secretary of state but is departing soon amid feverish speculation that she will run for president in 2016.

Mrs. Obama will be young ? 53 years old ? when her husband leaves office in January 2017, and will have a range of options ahead of her. Friends say she has always believed there are ways to serve the country without running for office.

PERSONAL STYLE

Look for the first lady to continue to be a fashion trendsetter. Everything from her hair to her clothes is scrutinized, with some clothing pieces selling out quickly after she's seen wearing them.

Her new bangs became the talk of this town immediately after she went public with them on her 49th birthday, a few days before the president began his second term. Even the president said his wife's haircut was "the most significant event" of inaugural weekend and gave his approval.

Mrs. Obama also won largely positive reviews for her inaugural wardrobe: Reed Krakoff and Thom Browne by day, and Michael Kors and Jason Wu by night. Wu designed her red chiffon and velvet ball gown. He also designed the white ball gown she wore four years ago.

What is Risk Management? image risk management 300x198Risk management. It?s a term that gets mentioned a lot here on YIQ. But what does it actually mean? Knowing what risk management is and how it works are two different things. There are a set of processes a risk management specialist must go through in order to establish the risk to a particular business. We?ll be outlining what risk management is and how risk is identified, for all those who?ve ever wondered: what is risk management?

Identification

One of the first things a risk management specialist does is to establish context. The risk for a construction site is going to be different than the risk in a classroom, for example. Once context is established the risk evaluation process can be planned and the types of risk inherent in the sector being evaluated can be narrowed down. Once context has been established, specific risks can then be identified. The risk specialist must identify where potential problems may begin. Once the source of a potential problem is know it can then be assessed and planned for.

Assessment

When risks have been established, each risk must be assessed based upon its likelihood and potential severity. Asset valuation is also an important part of the assessment process as it influences the priority of each risk. The probability of certain events can be difficult to measure, as can the exact value of assets. As a result, a lot of risk management is based on educated estimates and whatever statistics are available. At the end of the assessment process the priority and potential impact of each risk should be decided.

Plan

After the risks have been assessed and the possibility of them happening has been accepted, a plan must be made to avoid them. This may mean installing an extra fire extinguisher on every floor of a building or a company improving their anti-virus software. The risk management process won?t rid a business of all risk, but it well get it to a manageable level.

Management

Once risk has been established and a plan has been made, it must be managed. Risk for a business is constantly evolving so it needs to be monitored on a regular basis. A resolution cannot be applied and then forgotten about. New risks will emerge and they will require assessment and a prevention plan of their own.

Risk management is a circular process. Once risk has been identified, assessed and planned for, the process continues and begins over again. Being prepared for the hazards that can befall a business is of great importance. It would be a shame to put a lot of work into risk management for one year only to sit back and then watch it all fall apart in the next.

Paediatric leukaemia: Need to tender with care - Modern Medicare

In India, over the last 25 years the vast majority of leukeamic children in most government institutions have been treated on a uniform treatment protocol called MCP 841. While this protocol has been instrumental in improving the previously dismal outcomes in childhood leukaemia, extensive efforts are required.

An 8-year-old girl from Bengaluru was suffering from high fever. Since the fever was not receding with antibiotics she had to undergo a blood test, which revealed that she had leukaemia. She was referred to a cancer hospital, where she underwent bone marrow examination, which confirmed a diagnosis of Acute Myeloid Leukaemia (AML). The patient received first cycle of chemotherapy and a repeat bone marrow examination showed her to be in remission. Further, she had three courses of chemotherapy to consolidate the response. After completing treatment she continued school and is doing well. But is everyone equally blessed? Today, leukaemia is the most common form of cancer in children. There are two kinds of leukaemia?s depending on type of cell ?affected; lymphoid leukaemia and myeloid leukaemia. It can be acute or chronic. Talking about the prevalence rate, Dr Intezar Mehdi, Consultant, Paediatric Oncologist, HCG, says, ?Leukaemia constitutes almost one-third of all cancers in children varying from 25 to 40 per cent in various areas ofIndia. Acute Lymphoblastic Leukaemia (ALL) is the most common cancer in children. Approximately 75 per cent of leukaemia in children is ALL and rest is AML.? Continuing this line of thought, he says that ALL occurs in 29 children per million children, and AML develops in 5-7 children per million children per year. Elaborating on the prevalence rate, Dr Santanu Sen, Consultant -Paediatrics & Paediatric Oncology, Kokilaben Dhirubhai Ambani Hosptal, avers, ?The incidence rates (number of new cases per year) of all cases of childhood cancers (0- 18 year) are about 150 ? 160 per million children per year. These are the rates, which are available from developed countries such as the UK and USA that have a complete and robust reporting system where every case of childhood cancer is reported and outcomes documented in central cancer registries. Out of all cases of childhood cancers, leukaemia is the commonest accounting for more than 1/3 of all cases with an average incidence of 50-60 per million children.?

?Unfortunately, India does not yet have any central cancer registries and even in areas that have a local cancer registry, under-reporting is very common. Talking about the incidence rate in India, Dr Sen continues, ?The reported incidence rates for childhood cancer from various local population-based registries is between 38 -124 per million. It is however widely recognised and acknowledged that this figure probably is a gross underestimation of the true incidence figure.? He emphasises, ?In the US, the incidence of childhood leukaemia is about 50 cases per million. This indicates that approximately 3,000 children are diagnosed with leukaemia each year. In UK, leukaemia account for 30 per cent of all childhood cancers and about 500 new cases are diagnosed each year.? He says, ?Indian rates indicate that with the current population of 1.2 billion, there are between 40,000 to 75,000 new cases of childhood leukaemia per year. We do not know whether this figure is correct, but we do know that only about 1,000 children with leukaemia are correctly treated in India each year.? Seconding the above thought, Dr Raghuram C P, Consultant, Paediatric Oncologist, HCG, explains, ?In India, leukaemia in children seem to be more ???prevalent in urban areas than rural areas. It is thought that this may be due to under diagnosis rather than real difference in incidence, but this needs to be confirmed. The incidence in urban India is comparable to that of developed countries. Indian children tend to get more incidences of T-cell leukaemia; 20-50 per cent in comparison to their Western counterparts where it is only 10-20 per cent.? ?

Symptoms to be aware of ?

Leukaemia can mimic many other conditions. However, according to Dr Sen, there are some classic symptoms that should make every paediatrician think of leukaemia as a probable diagnosis. These are as follows: ?A child having recurrent fever with deep pain in the bones ?A child having unexplained tiredness and fatigue that is persistent ?Presence of sudden development of enlargement of nodes ?Unexplained enlargement of liver and/ or spleen ?Unexplained bleeding or easy bruising ?In most cases no cause can be found for leukaemia in children. Dr Raghuram says, ?In a small number of cases, exposure to radiation or certain chemicals has been implicated. Increased exposure to ionising radiation can cause cancer. Certain chemicals such as benzene, pesticides, alkylating agents have been associated with development of leukaemia. In addition, children with some diseases such as Down Syndrome, Fanconi anaemia, aplastic anaemia, Wiskott-Aldrich syndrome, Ataxia telangiectasia have predisposition to develop leukaemia viruses especially Epstein?Barr virus (EBV) may play a role in the causation of leukaemia/lymphoma cases in a small subset of patients. Further, Dr Sen says that it is only in a small minority of cases that we at times suspect a cause, and these are as follows: ?Exposure of a child to radioactivity. (Incidence of leukaemia increased in Hiroshima and Nagasakiand its surrounding areas after the atomic explosion and similar increase in figures have been reported in surrounding areas after the Chernobyl accident) ?Viral infection by HIV and HTLV-1 ?After chemotherapy for some other cancers especially if a group of drugs called alkalyting agents had been used ?Some families have a vastly increased risk of developing cancers, especially in those families which have a genetic mutation called a p53 mutation

Prevention and treatment ?

Unfortunately there is no way to prevent leukaemia as the doctors are still unaware of the cause of it in most cases. Hence, no known lifestyle changes are known to lower the risk of developing leukaemia. However, Dr Sen is of opinion that avoiding tobacco may help prevent a subtype of leukaemia known as AML. Dr Mehdi says early treatment in a dedicated paediatric cancer centre gives good results. However, children who are at high risk of cancer like those with genetic syndromes, or previous history of radiation can be screening for early diagnosis of cancer and treatment initiated early. Chemotherapy is the mainstay of treatment. Chemotherapy is giving drugs by intravenous or oral routes. Usually combination of drugs is required for treating paediatric leukemia. ALL is treated with combination of drugs with intensive chemotherapy for a few months followed by 2-3 years of maintenance chemotherapy. In addition, intrathecal chemotherapy- chemotherapy administration directly into spine by lumbar puncture is also required. Overall cure rates are excellent. Up to 80 per cent of the children are expected to get cured from ALL.

Talking about treatment modalities, Dr Raghuram avers, ?AML is usually treated by combination chemotherapy for 5-6 months of intensive treatment requiring four cycles of chemotherapy. The cure rates are about 50-60 per cent. Supportive care as detailed above including intensive care may be required. Small minority of children with leukaemia might need bone marrow transplantation if the disease has some high risk features or resistant or relapases after treatment.? Dr Sen highlights that leukaemia treatment in most developed countries is undertaken on the basis of clinical trials, which have helped over the last 50 years to improve outcomes and survival figures. These trials have helped answer important questions such as which treatment or what drugs are better and how should certain types of leukaemia be treated. ?In a modern tertiary care hospital setting, however, use of these international protocols such as the UKALL and BFM protocols have lead to vastly improved and similar outcomes and survival figures. In fact, today, the parent of a newly diagnosed leukaemic child, can be assured that their child will be cured of cancer with proper treatment. ?The reported incidence rates for childhood cancer from various local population-based registries is between 38 -124 per million. ?In India, leukaemia in children seem to be more prevalent in urban areas than rural areas.
