White House calls for increased grid spending

NEW YORK (AP) -- The cost of weather-related power outages is high and rising as storms grow more severe and the U.S. electric grid gets older, according to an Obama Administration report that calls for increased spending on the nation's electric power system.

Power outages cost the economy $18 billion to $33 billion per year, according to the report, a figure that has been rising steadily over the past 20 years. That can rise to $40 billion to $75 billion in years with severe storms such as 2008's Hurricane Ike and last year's Superstorm Sandy.

The White House report, released Monday, said spending to make the grid stronger and more flexible will save the economy "billions of dollars and reduce the hardship experienced by millions of Americans when extreme weather strikes."

The administration proposes spending on training and preparation, stronger equipment such as concrete poles, and more advanced sensing and diagnostic equipment that can predict failures, prevent them from getting worse, and restore power faster after it has gone out.

Seven of the ten costliest storms in U.S. history occurred between 2004 and 2012. Eleven times last year weather-related outages led to losses of $1 billion or more, the second most on record, behind 2011, according to the report. Climate scientists expect ever more intense and destructive weather as climate change increases global temperatures, adding more energy to storms and shifting patterns of drought and precipitation.

Storms cause most of the nation's power outages. Thunderstorms, hurricanes, blizzards and other extreme weather caused 58 percent of all outages studied since 2002 and 87 percent of outages affecting 50,000 or more customers.

At the same time, the U.S. electric grid is getting old. The average U.S. power plant is 30 years old and 70 percent of the grid's transmission lines and transformers are at least 25 years old, making them weaker and more susceptible to failure in storms.

The U.S. electric power system is a web of generating stations, high-voltage wires that transmit power over long distances, substations, and local wires and equipment that deliver electricity to homes and businesses.

U.S. customers lose power on average 1.2 times per year, for a total of 112 minutes, according to PA Consulting Group. Nine out of ten of those outages are the result of problems with local distribution systems, according to the Edison Electric Institute, an electric industry lobbying group.

In the years after the Northeast Blackout of 2003, the most widespread outage ever in North America, investment in major transmission lines and equipment increased. According to an analysis of spending on major transmission equipment by more than 200 utilities nationwide conducted for the AP by Ventyx, a software and data services firm that works with electric utilities, utilities spent an average of $21,514 per year on devices and station equipment per mile of transmission line from 2003 to 2012. From 1994 to 2003, spending averaged $7,185 per year.

The White House report says increased spending in recent years has still not matched the level of investment between 1960 and 1990. It suggests new spending should be focused on a few main areas, including, "hardening" the system by installing stronger equipment, building more transmission wires and energy storage systems to make the grid better able to absorb shocks, and installing more sophisticated technology.

The report does not suggest how much new spending was needed, where that spending would come from, or how much money would be saved by preventing some outages and making others less severe.

Major upgrades to the grid can be difficult to initiate. Utilities do not build or install new equipment without first getting approval from state or federal regulators to charge customers. Regulators can be reluctant to increase customer rates, especially if it means spending on relatively novel high-tech equipment, or to guard against weather that may or may not arrive.

Massoud Amin, an electrical engineering professor at the University of Minnesota, Minneapolis, who has long advocated increased spending on better grid technology, says the benefit to improving the grid far outweighs the cost of investment. He estimates that a modern, efficient grid would cost $21 billion per year for 20 years. He calculates savings resulting from a better grid would amount to $79 billion to $94 billion per year.

Milwaukee CEOs not alone in shunning Twitter

When I first started researching an article about chief executives on Twitter, I thought the lack of Milwaukee-area CEOs on the social media platform said something about the corporate culture here.

Turns out Milwaukee execs aren?t alone in largely shunning the Twitterverse. It?s a topic I explore in today?s front-page article of The Business Journal?s weekly print edition.

Just 28 of the Fortune 500 CEOs have Twitter accounts, and only 19 actively tweet, according to this year?s ?Social CEO Report? from CEO.com and Domo. That means only 4 percent of Fortune 500 leaders frequently use Twitter.

Those stats are up slightly from last year, but are still pitiful in comparison to LinkedIn, for example, which claims 140 Fortune 500 CEOs as members, the report said.

Of the largest Milwaukee-area companies, the only top execs I could find on Twitter were ManpowerGroup?s Jeff Joerres, Badger Meter Inc.?s Rich Meeusen, Johnson Controls Inc.?s CEO-to-be Alex Molinaroli and Fiserv Inc.?s Jeff Yabuki.

So why aren?t more CEOs on Twitter?

Local executives and social media experts cited the time commitment it would take for busy CEOs to craft an interactive and sought-after account, as well as the generational issue. Many CEOs are older folks, and they?re not all as hip as Warren Buffett, who announced his Twitter entrance May 2 with the tweet ?Warren is in the house.? (He?s since tweeted just twice, but has racked up more than 500,000 followers.)

Museum-Union Station split could affect artifacts

KANSAS CITY, Mo. (AP) -- A collection of tens of thousands of papers, photographs and other objects faces an uncertain future if the Kansas City Museum splits away from Union Station.

The idea of severing the contract with Union Station came to a head last month when Union Station fired Christopher Leitch, who had been the on-site director of the Kansas City Museum at Corinthian Hall since 2006.

Advocates of separation contend that Union Station is not sufficiently promoting the museum and are pursuing tax-exempt status for a museum foundation that they are hopeful can become professionally accredited and raise the money needed for Corinthian Hall, The Kansas City Star reported (http://bit.ly/133RtRm ).

"Union Station claims some of the exhibits and the museum claims some of the exhibits and those things will be hammered out by the lawyers," said Martha Lally, chairwoman of the Kansas City Museum Advisory Board and a proponent of separating the two Kansas City institutions.

According to a 2007 contract, most everything collected by the Kansas City Museum Association up to October 1970 belongs to the city. Everything obtained since then belongs to Union Station.

There are 70,000 to 80,000 groups of objects in the collections, said Denise Morrison, director of collections for the museum. She said the holdings are organized and cataloged as a whole.

Union Station CEO George Guastello said it is willing to discuss a city proposal to assume daily operations and programming at Corinthian Hall, home to the museum. But he has said ownership of the collections is not negotiable.

"At this time, there is no discussion of separating the collection, and Union Station intends to continue to be the curator of all the artifacts owned by the city or Union Station," Guastello said this week.

Adam Schieber, a member of the city-appointed museum advisory board and an advocate of separation, said the separation could be messy.

"In the end, there's going to be a fight over the kid," Schieber said.

Meanwhile, most of the collections are in storage while the museum awaits a renovation that could cost more than $20 million.

Surveillance debate intrudes into Obama's agenda

WASHINGTON (AP) ? For President Barack Obama, August was supposed to be the time when a major immigration bill landed on his desk.

There was hope for movement on a deficit deal with Republicans, and in the optimistic early days of his second term, even a belief that he would have achieved stricter gun laws.

Instead, Obama finds his fifth year in office beset by distractions, perhaps none with broader implications than the revelation of secret government surveillance programs.

That matter dominated Obama's hourlong news conference Friday. The issues that the White House had hoped to be promoting this summer? They played a diminished role, if at all.

The president set the tone, opening the session by announcing that he would work with Congress to make "appropriate reforms" to the National Security Agency surveillance programs. He also made clear that he had no intention of stopping the daily collection of Americans' phone records.

"Given the history of abuse by governments, it's right to ask questions about surveillance, particularly as technology is reshaping every aspect of our lives," he said, one day before leaving for a weeklong vacation on Martha's Vineyard off the Massachusetts coast.

Even without the NSA disclosures, Obama still would face the same political dynamic with congressional Republicans that stalled progress on immigration, vanquished hope of a long-term budget bargain and defeated gun control and other administration priorities.

It's a reality of any administration that unexpected challenges can arise and shake up the carefully laid plans.

But the scope of the surveillance programs, leaked by former NSA systems analyst Edward Snowden, makes this an issue that's probably will be more than a temporary distraction.

Obama's poll numbers have dropped since the programs became public, and that could hamper his political leverage. The revelations are particularly problematic for Obama because the issue strikes a chord with his base and can't simply be dismissed as partisan-driven.

Seeking to address critics of the secret programs, the president acknowledged at the news conference that he may have underestimated the public's concerns. He outlined steps that he said he hopes will increase public confidence in the programs.

One step is the creation of an independent attorney to argue against the government during secret hearings of the Foreign Intelligence Surveillance Court, which reviews requests for surveillance inside the U.S.

Obama also is forming an outside advisory panel to review U.S. surveillance powers.

The president says he welcomes the debate over government surveillance, though his national security team has said it never intended to tell Americans about the highly classified programs.

"There's no doubt that Mr. Snowden's leaks triggered a much more rapid and passionate response than would have been the case," Obama said.

The NSA revelations have more than intruded on Obama's second-term domestic agenda; they are entangled with some of his foreign policy priorities.

Snowden fled the U.S. first for Hong Kong, a semiautonomous region of China, and then Russia. Both China and Russia have complex and sometimes prickly relationships with the United States.

Russia granted Snowden temporary asylum, leading Obama to cancel plans to meet with Russian President Vladimir Putin in Moscow in September.

While relations with the U.S. and Russia were deteriorating, the Kremlin's decision on Snowden pushed them to a new low and underscored Russia's willingness to thwart the White House's demands.

Leaders in Europe, where many countries have stricter privacy laws than in the U.S., have criticized the surveillance problems. Obama has been pressed on the issue in meetings and phone calls with European leaders.

He appeared keenly aware of how other countries are viewing the surveillance and privacy debate in the U.S.

"To others around the world, I want to make clear once again that America is not interested in spying on ordinary people," he said. "Our intelligence is focused above all on finding the information that's necessary to protect our people and, in many cases, protect our allies."

The issue of government surveillance had been largely dormant until June, when stories broke in the Guardian newspaper and The Washington Post detailing secret programs to track U.S. phone and Internet records.

Every day, the NSA sweeps up the phone records of all Americans. The program was authorized under the USA Patriot Act, which Congress hurriedly passed after the Sept. 11 attacks.

The NSA says phone records are the only information it collects in bulk under that law. But officials have left open the possibility that it could create similar databases of people's credit card transactions, hotel records and Internet searches.

Let's Be Ambitious, Adventurous and Unexpected: A Complaint ...

Some people in the arts are getting really excited about being ?entrepreneurial?. It?s the sort of go ahead, sexy business talk that implies Getting Stuff Done and not sitting back and waiting for other people to make things happen. This is in part because Sir Peter Bazalgette, new Chair of Arts Council England, has described the way he wants the sector to change from a subsidised mindset to an entrepreneurial one:

Arts funding should be seen as ?support and investment? rather than ?subsidy?????Subsidy sounds like a European wine lake,? he said. ?It?s an old-fashioned, passive word that I?ve trained myself out of using.?

Instead, Bazalgette said he hopes to lead a new brand of ?cultural entrepreneurs??

Wikipedia defines ?an entrepreneur? as:

an individual who organizes and operates a?business?or businesses, taking on financial risk to do so.

So, in this definition, entrepreneurs run businesses; profit-making entities that generate money because their managers have taken a series of calculated financial and other risks. I assume that Bazalgette means a bit more than that: that we should also see public money as investment; a catalyst, that is used to generate other money and more opportunities.

Now this is not how the public sector works; money is (by and large) fairly carefully managed in a risk averse way, with a lot of bureaucratic hoops and hurdles to stop unnecessary risks being taken and public money being wasted. And while some parts of the arts (even big institutions) are great at taking artistic risks ? investing in talent and commissioning relative unknowns to create new work ? digital work is often seen as an administrative, capital function: one the one hand, it?s a money pit into which millions of pounds can be sunk, on the other it could make us all millionaires if someone, finally, comes up with that mythical new business model. So digital work is often seen as a commercial or administrative function, and as a consequence is often not admitted into the native R&D processes of the arts: the workshops, the improvisation, the residencies that are there to create new kinds of art and nurture and develop talent. At Caper, we?ve tried to solve that problem with projects like Culture Hack and Happenstance, but this isn?t about our work. This is about being a cultural entrepreneur.

Now, the risk of being a cultural entrepreneur is that it can engender the?wrong sort of risks; financial and management risks that rely on certainties, such as a known and desirable artistic product that attracts a known and desirable audience. For instance, it might seem easy to be a traditional money-making entrepreneur when you?re performing a Verdi opera to a roomful of bankers and charging them an extra ?10 for a bottle of champagne; it?s a bit harder when you?re presenting an opera on a carpark roof in Peckham. And yet, actually, the people putting on the opera on the carpark are the real cultural entrepreneurs: they might be making less money than the people at the Royal Opera House at the end of the night, but they are creating an opportunity, making an audience, taking a risk. I mean, on the one hand, performing some Laurie Anderson to some hipsters near to an art college is a no-brainer (and, inexplicably, everyone loves a multi-story carpark these days -?what?s that all about?), but it hasn?t happened before and (from what I hear) it was a wonderful, inspiring performance that everyone loved.?

As Martha Henson recently wrote, traditional, risk-averse civil-service procurement is?death to digital innovation, and one of the problems is because all Digital Work is thrown into the same melting pot.?I imagine few choreographers have been asked to provide three years of accounts before they create a new piece of dance or if Anish Kapoor has to explain his approach to environmental sustainability before installing a new piece. Yet at Caper we regularly have to file our financial details before anyone will talk to us about our ideas. Luckily we can do this, but the reality is that our year end accounts or our equal-opportunities policy don?t really tell you anything about our work, because we don?t just equate to service providers: we?re producers and curators and digital makers who are exploring the boundaries of digital work. You might get a working web site, but you should hopefully also get a little bit of magic.

At the moment, the arts are relatively good at investing in art and artists. To create new, relevant digital work (and by this, I don?t mean ticketing or CRM systems or content-delivery networks or any major infrastructure, for which GDS indisputably provides the model) the arts need to invest in and cultivate the makers. There is a vast opportunity in investing in the people who don?t (yet) call themselves artists, but who have a virtuoso level of technical skill and are willing and ready to play: willing to be adventurous and curious and responsive and generous with their skills because the arts are helping them to deepen and further their practice and create beautiful, challenging things. (Inevitably, my reference point here is James Bridle?s work: curious digital exploration that has grown into provocative and awe-inspiring art.)

But the problem here is that the word digital still equates to business model in lots of peoples? minds. Every chief exec of a major arts organisation seems to think they are one great idea away from a digital IPO and becoming Martha Lane Fox, which means that digital innovation in the arts is not really innovation at all, just bricks and clicks or apps or video on-demand that someone hopes someone might pay for one day. And it means that the word ?entrepreneur? starts to pop up any time some might be about to open a laptop. For instance:

Now, in the interests of full disclosure, our proposal for Hack the Barbican was turned down, because it required too much support to be realised. And I don?t mind that at all, because life is sometimes a bit tough like that, but I do mind the fact that they?re equating people giving their time and expertise for free, and begging, borrowing, stealing and paying for their own equipment, with being?entrepreneurial. When Serge and Larry were starting Google they didn?t do it by giving away some time to a local arts centre; they did it by investing their time and money, and the time and money of their friends and investors, into making a product and releasing it to the world. Neither the Barbican nor the people who they?ve invited to play are being entrepreneurial just by doing stuff for free. I have no problem with doing free stuff and, unfortunately, do it quite a lot of the time, but it?s not entrepreneurial. Doing stuff for free gets in the way of being entrepreneurial. Asking people for their time is no different to asking for their money: it?s either fun or charity or a bit of both, but it?s no different to subsidy. ?When I?ve run hackathons, where people participate for free, the quid pro quo is that they get opportunities, new working relationships, beer, pizza, ridiculous prizes and a really good time. ?And I?m sure the people doing Hack the Barbican are getting stuff back (I mean, they?re getting to Hack the Barbican, which is quite cool) but they aren?t being entrepreneurs.

So where am I going with this? I guess there are three conclusions:

1) ?Entrepreneurialism involves both risk and investment. Not every entrepreneurial enterprise is successful (if it were, we would literally all be millionaires now) and there are probably as many bankrupts out there as there are millionaires. And so shifting towards ?cultural entrepreneurialism? can?t just be about making money or about short-term gains; it needs to involve artistic risk-taking, inventiveness and adventurousness. It should be as much about audacious and challenging experimentation as it is about market-stall level no-brainers and clear commercial opportunity. It should be about spotting opportunities and turning the stuff we have into even better stuff.

2) Being ?digital? doesn?t necessarily equate with being entrepreneurial. Digital work can be artistic, educational, fun, a waste of time, a way to generate money, and none or all of the above. It?s like saying that paper is entrepreneurial because money gets printed on it.

3) The established arts are terrible at ?Digital R&D? but wonderful at nurturing and supporting and creating other kinds of inventive and surprising work. It?s not a big shift to be brave enough to start playing and improvising and investing in digital work in the way that fine art or theatre has traditionally been supported. It?s not all about creating audiences or creating new business models, but about surprising new work. The Shed at the NT is committed to producing??adventurous, ambitious and unexpected??theatre; to secure the future of the arts, we need to create the same space and support for digital work.

Research on Stalking at Glasgow Caledonian University

Despite the fact that new legislation was brought in at the end of 2010 naming stalking as a crime, little is known about the nature and prevalence of stalking in Scotland.

Men and women may be stalked by acquaintances, colleagues and clients, family members and even strangers

Regardless of who the stalker is, the true impact on victims is often hidden because individual incidents that contribute to the experience of stalking may be so subtle and personalised it is difficult for a victim to talk about it. Their meaning and effect, however, can be devastating and, even if significant periods of time lapse between each incident, fear and anxiety can be ever present.

Glasgow Caledonian University is conducting research to find out more about the experiences of victims and the true impact stalking has on their lives. This will help to develop and improve services for men and women who are victimised. If you are being or have been stalked by someone you know or a stranger we would like to talk to you confidentially about your experience.

Tango introduces Road Riot: its first original in-app game

Tango has added five titles to its gaming platform since it was launched in June, but this is the first time the company's introducing one created by its in-house team. The game, called Road Riot, pays homage to arcade classic Spy Hunter and involves firing cannons and dodging missiles in the midst of a race. While it's neither groundbreaking nor original, you've got to give Tango props -- the company claims it went through the process to better understand the platform and concoct updates that'll benefit developers. Similar to the other games on the messaging app, Road Riot's rife with social elements, including the ability to broadcast high scores and to invite friends to play. Only Android users can kill time while blasting 2D cars for now, however -- the iOS version won't be out until late August.

Ex-Argentina central banker Blejer tipped for Israel central bank post

JERUSALEM (Reuters) - A former head of Argentina's central bank Mario Blejer has emerged as a top candidate to run the Bank of Israel after two nominees dropped out in an embarrassment to Prime Minister Benjamin Netanyahu.

Blejer, 65, worked in senior positions at the International Monetary Fund and World Bank before a brief stint as president of Argentina's central bank during the country's economic crisis in 2002. He stepped down after a disagreement with the economy minister.

Israel's newspapers said Blejer is Netanyahu's top candidate but a finance ministry spokeswoman said on Sunday that former Bank of Israel deputy governor Zvi Eckstein, Accountant-General Michal Abadi-Boiangiu and ex-Finance Ministry director-general Victor Medina are also in the running.

The candidates are undergoing a vetting process from a panel that oversees senior civil appointments.

The Haaretz daily reported that Blejer, who received his undergraduate and Master's degrees at Hebrew University in Jerusalem, arrived in Israel over the weekend to meet Netanyahu.

Stanley Fischer said in January he planned to step down at the end of June after eight years as central bank chief.

Netanyahu and Finance Minister Yair Lapid in late June nominated Jacob Frenkel, who headed the Bank of Israel in the 1990s, to replace Fischer.

Frenkel pulled out after reports that he was arrested on suspicion of shoplifting in Hong Kong's airport in 2006. The charges were dropped but Frenkel said he withdrew his bid because of a "witch hunt".

Two days later, Bank Hapoalim (POLI.TA) chief economist Leo Leiderman was nominated but he pulled out, citing personal reasons. Leiderman has not explained his decision, leaving the media to speculate whether it was because of revelations that he used to consult astrologers or other skeletons in his cupboard.

Netanyahu and Lapid have been criticized for failing to fill the job of central bank governor, raising concerns about Israel's economic leadership.

Fischer's deputy, Karnit Flug, is currently acting central bank chief. After being passed over numerous times for the top spot, Flug said she would step down once a new governor is in place.

CASCADE, Idaho (AP) ? The search for 16-year-old Hannah Anderson and her suspected abductor, 40-year-old James Lee DiMaggio, has spanned three states and thousands of miles.

But now that law enforcement officers are at their closest yet to finding the pair, they face perhaps the most challenging search area of all.

The Frank Church River of No Return Wilderness is the largest roadless area in the lower 48 states, sprawling across central Idaho and reaching north to the Montana border. To call the mountainous terrain rugged is an understatement.

About 150 FBI agents converged on the region Saturday morning, joining roughly 100 law enforcement officers from the U.S. Marshal's Service, Idaho State Police, Valley and Ada County sheriff's offices, the San Diego Sheriff's Department and other agencies.

"We are parents. If this was our child, we'd want the same resources out there," said Jason Pack, an FBI special agent from the agency's national press office in Washington, D.C. "We'll be here as long as it takes."

The search is technically and logistically complicated. Because authorities believe DiMaggio to be armed and dangerous, the local search and rescue team volunteers that know the area best aren't being used.

"The suspect is believed to be armed, so you can't have untrained folks out there. They have to have law enforcement training," Pack said.

The Frank Church River of No Return Wilderness Area is roadless, which means federal law prohibits motorized vehicles from going in. Instead, searchers are hiking or riding horseback, aided by trained search dogs which may be able to track the missing pair. There are a few airstrips in the 300-mile search area, where fixed wing aircraft and helicopters can land.

"It's called the River of No Return for a reason," said Mike Medberry, a 57-year-old writer and backpacking enthusiast who hiked in the area three summers ago. "This is country that is really up and down. It's harsh and rugged, with steep terrain, lots of downed logs and thick brush."

DiMaggio is suspected of killing Hannah's mother Christina Anderson, 44, and her 8-year-old brother Ethan Anderson, whose bodies were found Sunday night in DiMaggio's burning house in California near the Mexico border.

Ethan Anderson's remains were not positively identified until Friday night, when the San Diego County Sheriff's Department said its crime lab had used DNA to determine Ethan's identity. An Amber Alert was initially issued for both children.

DiMaggio's car was found Friday morning about 40 miles east of the tiny town of Cascade, parked where the dirt road ends and the Sand Creek trailhead enters the wilderness area. A bomb team determined Friday afternoon the car contained no explosive devices; officers from San Diego planned to search the vehicle for any clues Saturday.

The discovery of the car came about two days after a horseback rider reported seeing the man and girl hiking in the area. Ada County Sheriff's department spokeswoman Andrea Dearden, who is helping the Valley County sheriff's department handle the case, said the rider didn't realize the pair were being sought until he got home and recognized them in news reports.

There have been no other reported sightings of the pair since Wednesday, but the discovery launched a massive search in the southwest corner of The Frank Church-River of No Return Wilderness.

The search area is bisected by the Middle Fork of the Salmon River, a wild waterway that winds through steep canyons and dense forests. The river is extremely popular for recreationists and floaters, some of whom will pay up to $2,000 for multi-day, guided trips down the river.

But away from the river, it's easy to disappear, said Jared Hopkinson, the owner of Rocky Mountain River Tours in Stanley, Idaho.

"If you wanted to go days without being seen, that's the place to do it," said Hopkinson. "There's a few river lodges that are accessible by fixed wing plane and raft, but other than that it is untouched by mankind, the same way it was when there were dinosaurs."

Police have set up checkpoints in the area where the car was found and near other nearby trailheads.

Law enforcement officials in San Diego have noted that DiMaggio bought camping gear a few weeks ago.

DiMaggio was close to the family. Brett Anderson, Hannah and Ethan's father, has described him as a best friend and said his children thought of him as an uncle.

Authorities have said DiMaggio had an "unusual infatuation" with the 16-year-old, although the father said he never saw any strange behavior. If he had, he said, "we would have quashed that relationship in an instant."

What can I do in High School to increase my chances of college acceptance?

Depends on where you want to go. Local state colleges are mostly just going to look to see if you meet their benchmark test scores and gpa, unless we're talking UT/ UCs and other competitive state universities.

Varsity sports are good, especially if you are really good and can get recruited. It is also good to have a musical talent with accompanying accolades, or to do well in academic competitions like NAQT, History Bowl, Science Bowl, etc. Joining random clubs can be good filler, and getting a position is even better, but if your club just eats pizza and watches movies once a quarter it doesn't matter too much. Just assess what you like doing and what you'd like to try and do your best in whatever you decide on.

A good gpa varies from school to school, but 3.7-3.8 is the lower bound for a respectable gpa at most high schools. SAT and ACT depend on where you want to go, but a 2100+ SAT and 32+ ACT *can* get you in anywhere.
